The role of the DNA Review Panel was to facilitate DNA testing for people who had been convicted of crimes and who believed that DNA evidence may assist their claim of innocence.

The DNA Review Panel was responsible for facilitating searches to locate crime scene samples and, if DNA could be extracted from these samples, to arrange for comparisons to be made with the convicted person's DNA.

The DNA Review Panel was not a court and did not have the power to overturn a conviction. The DNA Review Panel could, however, recommend to the Court of Criminal Appeal that a review of the conviction be commenced. The review panel stemmed from the ability for offenders to challenge their conviction under the Crimes (Appeal and Review) Act 2001 (NSW).
