Full description

The University Council, the governing body of the University of Newcastle, was created by the University of Newcastle Act, 1964 (commencing 1st January, 1965). The functions of the Council were as follows:
(a) to provide such courses at university level as it deemed fit and issue such certificates in the form of degrees and diplomas as it felt appropriate;
(b) to appoint or terminate the appointment of academic and other staff of the University;
(c) to control and manage the University and act in such a manner that promotes the objects and interests of the university;
(d) to acquire by gift, bequest or devise any property for the purposes of the University and to agree to any conditions imposed by the donor;
(e) to borrow money for the purposes of carrying out its functions;
(f) to invest money according to by-laws; and
(g) to control the real and personal property of the University (1) The Council could make by-laws relating to the management of the University, use of the common seal; the method of appointing members of the Council apart from ex-officio members, procedures for its own meetings and those of any committees , matriculation and enrolment of students; courses of lectures and conditions on which degrees, diplomas, scholarships and prizes may be conferred or awarded; staff numbers and the manner of appointment or termination and salaries of staff; establishment of residential colleges; the affiliation of research establishments with the University; and the description and use of academic costume. (2) By laws of the Council were to be sealed by the University and, after approval by the Governor published in the NSW Government Gazette. (3) The members of the Newcastle University College Council at the time of the commencement of the University of Newcastle Act became the first members of the Council. (4) Second and subsequent Councils were to be constituted as follows:
Six members appointed by the Governor;
One members appointed by the Legislative Council;
One member appointed by the Legislative Assembly;
Two professors of the University elected according to by-laws;
One member of the academic staff other than professors;
A representative of the non-academic staff;
A representative of the undergraduates;
Five members appointed or elected by Convocation;
The Chancellor, Deputy Chancellor and Vice - Chancellor (ex officio) (5) The Chancellor presided over all meeting at which he was present including any Committees of which he was a member. In his absence the Deputy Chancellor presided if present or the members present elected a Chairman. (6) The Council met for the first time on the 8th of January, 1965. The Council as constituted by the University of Newcastle Act, 1964 assumed office on 15 July, 1966 (7) The Council which met (normally) every second month until the University of Newcastle Act, 1989, constituted a new Council as its successor. The Council met for the last time on 13th October, 1989; its formal dissolution, under section 31 of the University of Newcastle Act, 1989, coincides with the commencement of that Act on the 1st November, 1989.
