These papers consist of: circulars; newsclippings; cabinet minutes; tables of information about prison establishments; memoranda; and a copy of the Code of Instruction regarding the remission of sentences of prisoners in 1937. The papers all relate to prisons, prison camps, or prisoners; special remissions to prisoners to mark the occasion of the surrender of Japan to the United Nations and to mark the Coronation; educational programmes for prisoners; parcels for prisoners; commutation of death sentences; and selection of prisoners for transfer to prison camps or farms.

Several papers include names of prisoners whose death sentenced had been commuted, those serving more than one accumulative sentence, or habitual prisoners.
