This series comprises records that document ministerial changes and the machinery of government. The records include the protocols and arrangements for the opening of NSW Parliament such as the Governor's speeches, election writs, instruction manuals for incoming governments, and other records relating to ministry reshuffles and changes of government, drafts of commissions and letters of resignation/acceptance of office, and opinions regarding Cabinet confidentiality and the separation of powers.

The records in this series are in various formats including volumes, unregistered files and folders. The files were not part of a formal recordkeeping system some of which have been consolidated into folders from papers held by the Cabinet Secretariat. These folders were generally unnumbered and have been allocated sequential numbers for retrieval purposes except where a numbering system was apparent (e.g. 84/676, 84/677, 84/679). Item titles and dates provide broad guidance to the contents.

Material contained in this series includes reference copies of Governors speech transcripts dated 24/01/1901 which have been taken from the Government Gazette.
