Those awaiting classification were eligible for the Conditional Certificate, which came with a list of requirements to be fulfilled before it would be upgraded to a Teachers Certificate. This volume consists of roneoed and pasted copies of Schedules recommending to the Director-General of Education and the Public Service Board teachers eligible for the award of either a Teachers Certificate, Specialist Teacher Certificate, Conditional Certificate or Specialist Conditional Certificate and for appointment or re-appointment to the teaching service of the Department of Education under Regulation 371 and Section 32 of the Public Service Act, 1902 (Act No.31, 1902).

The Schedules provide the teacher's name, serial number, date of entry on duty, type of certificate awarded, and date of award.
