Legal Counsel created this series of photographs for identifying persons and properties subject to investigation by the Royal Commission.

The subject matter of the photographs indicates these were derived from personal collections and law enforcement agencies. Subjects include properties, group festivities and individual persons. Photographs are in a variety of formats including proof sheets, surveillance and Police "mug shots".

The majority of the photographs are black and white, a smaller proportion are colour photographs or negatives.

The series was originally stored within a polyvinyl container marked "20", which is probably an exhibit number. The series has been divided into folders for identification and conservation purposes.
