The Council of Social Welfare Ministers of Australia, New Zealand and Papua New Guinea holds an annual conference. The Standing Committee of Social Welfare Administrators usually holds two conferences a year.

The National Secretariat to the Council of Social Welfare Ministers and the Standing Committee of Social Welfare Administrators provides backup services and co-ordinates the conferences of these two bodies (for example, producing and distributing agendas and papers). The Secretariat is funded by contributions from the Commonwealth, the States and the Northern Territory.

These papers consist of items from the conferences of the Social Welfare Ministers and the Social Welfare Administrators and include briefing papers, agendas, proceedings, papers for presentation, reports and resolutions. The two bodies discussed similar matters and the papers appear to have been maintained together.

Topics covered include: distance education; Aboriginal child welfare; inter-country adoption; reproductive technology; child sexual assault; disaster support and recovery; and multicultural welfare policy.

The papers have been arranged chronologically by conference.
