The Administrative Instructions are in the form of roneoed circulars from the Child Welfare Department and relate to the administrative procedures to be adopted by officers at the Training School. The circulars cover all aspects of the administration of the institution, eg. staff supervision, religious instruction to inmates, eligibility of foster parents, shelter arrangements and the disclosure of information on departmental files and policy to private organizations and persons.
