The new system required that only two subject categories be used, Administration, and Personnel. The Subject files consist of correspondence and reports concerning policy and administrative matters, and include files regarding the management and planning of TAFE courses, committee minutes, annual reports from Colleges, enrolment statistics, reviews of teaching establishment positions, allocations of expenditure, and building maintenance and acquisition.

The file numbering system relates to the nine subject categories in the classification system. The first two digits in the file number relate to the year, the third digit relates to the subject category, designated with an alpha digit (listed below), and the last four numbers were the unique numbers for that file.
