The minutes deal mainly with the upkeep of, and improvements to, Observatory Park, previously called Flagstaff Hill. They also deal with attempts to use the park for other than its intended purposes, and requests for approval to protect the Park from vandalism and other unseemly behaviour by means of special constables, stronger fences, more gaslights, a permanent caretaker, etc.

The letters, tenders and accounts are in rough chronological order. Most of them are referred to in the minute book, while copies of others have been entered therein.
