The people of Hay petitioned the NSW government under the provisions of the Municipalities Act of 1867 to become a municipality. The petition was signed by 81 people and on 10 June 1872, Hay was proclaimed as the Municipal District of Hay. The new municipality covered an area of approximately 49 square miles in and around the township of Hay. (1)
On 1 January 1965 the Hay Municipal Council and Waradgery Shire Council amalgamated to form the Hay Shire Council. The newly formed local government area consisted of 11,348 square kilometres. (2)
In 2018, Hay Shire Council became a member of the Riverina and Murray Joint Organisation which aimed to bring together 11 regional councils to provide a united and local voice for the communities on key issues. (3) The principal functions of the Joint Organisation were: to establish strategic regional priorities for the joint organisation area and to establish strategies and plans for delivering these priorities; to provide regional leadership for the joint organisation area and to be an advocate for the strategic regional priorities; and to identify and take up opportunities for inter-governmental cooperation on matters relating to the joint organisation area.
