Under the Government Railways (Amendment) Act, 1916 (No.69 1916) which came into operation on 1 January 1917 the construction of all new railways and tramways was transferred from the Department of Public Works to the Chief Commissioner for Railways.
From January to June 1933 the Department of Railways was reorganised with a reduction in the number of branches with railway construction work becoming the responsibility of the Way and Works Branch.
