The Major Transport Infrastructure Authority (MTIA) was established by an Order-in-Council on the 1 January 2019 as an administrative office in relation to the Department of Transport (VA 5250) (Victorian Government Gazette, No. S 580 Friday 21 December 2018).

With the establishment of MTIA, multiple administrative offices were abolished and responsibility for major road and rail projects was passed to MTIA. This included the following authorities: 
  • The Level Crossing Removal Authority,
  • The Major Roads Projects Authority,
  • The North East Link Authority,
  • The Rail Projects Victoria (VA 5522), and 
  • The West Gate Tunnel Authority.

MTIA worked closely with the Suburban Rail Loop Authority (SRLA) to deliver the major transport projects that make up Victoria’s Big Build initiative. 

As of 2 April 2024, by Order-in-Council, MTIA’s name changed to the Victorian Infrastructure Delivery Authority (VIDA) (Victorian Government Gazette, No. S 144 Tuesday 26 March 2024) remaining with the Department of Transport and Planning (VA 5286).

At the same time the Victorian Health Building Authority (VHBA), previously a branch of the Department of Health (VA 5255), was absorbed as a Project Office into VIDA to bring major transport and health infrastructure programs under one administrative office. The Minister for Health Infrastructure and the Minister for Transport Infrastructure retained their respective portfolios. 

As of 2024, VIDA is made up of 4 Project Offices:
  • Level Crossing Removal Project (also delivering Regional Rail Revival and Melbourne Airport Rail)
  • Major Road Projects Victoria (incorporating Big Build Roads, West Gate Tunnel Project and North East Link)
  • Metro Tunnel Project
  • Victorian Health Building Authority.
