The inaugural meeting of the Riverina College of Advanced Education Site and Buildings (RCAE) Committee was convened on 18 November 1969. (1) This Committee reported directly to the governing body of RCAE at the time, the Interim Council, and later to the Council itself after 1972. The initial terms of reference adopted by the Site and Buildings Committee comprised of the following functions;1. to be responsible to the Interim Council for recommendations concerning the acquisition and development of the College site.
2. to prepare working briefs for the consideration of the Interim Council in the light of the educational, administrative, recreational, cultural and accommodation needs of the College.
3. to execute such instructions in this regard as the Interim Council may determine from time to time.
4. to maintain liaisons with the A.E.B., Public Works Department, the Education Department and other government departments, and relevant authorities concerning the physical needs of the College.
5. to maintain construction schedules as required by the Interim Council. (2)
By 1973, after the Committee had changed its title to the RCAE Buildings and Grounds Committee, the Council of the College produced a list of delegated authorities for the Committee which included;
1. the authority to prepare and submit, to the appropriate authorities, all necessary documents up to the stage of calling for tenders.
2. the authority to proceed with the execution of contracts within the budget provisions of the College, after the acceptance of tender.
3. to have discussions with consultants, statutory authorities, government departments, and other bodies, as required for the preparation of tender and contract documentation.
4. to prepare in consultation with the Bursar’s office, estimates and budgets.
5. to make variations to estimates and budgets following discussions with the State Treasury.
6. to determine priorities for Council approval.
7. to approve developed sketch designs and tender documents.
8. to approve progress payments.
9. to approve variations to contracts within the specific budgets.
10. to seek approvals for variations to contracts in excess of specific budgets.
11. to make emergency decisions relating to construction problems. (3)
The final meeting of the RCAE Buildings and Grounds Committee was held on 22 August 1984. (4) End Notes:
