Previously, the Primary Certificate Committee had carried out this function.In early 1985 the Primary Certificate Committee was reconstituted as a subcommittee of the Board of Studies (Primary).Contents of the minutes include agenda notices, names of members present at the meeting, and apologies from those not attending, confirmation of minutes received, correspondence received, individual cases for attention and decisions thereof, and notices of the next meeting.The minutes cease at the end of 1986, and thereafter the units simply contain listings of certificates issued to individuals, their name, and qualifications. This committee was originally known as the Honours Committee (4.5.1970 - 10.8.1972). The Primary Certificate Committee (8.9.1972 - 1.11.1990) was a Departmental committee set up at the request of the Teachers Tribunal and given executive authority to determine the qualification status of individual primary school teachers.

Each primary school teacher who applied for employment with the Department had his or her qualification status checked by the Primary Certificate Committee.

In 1977 the Board of Studies (Primary) was established to make recommendations to the Primary Certificate Committee regarding the appropriateness of courses for Certificate purposes. Previously, the Primary Certificate Committee had carried out this function.

In early 1985 the Primary Certificate Committee was reconstituted as a subcommittee of the Board of Studies (Primary).
