This series comprises minutes of meetings of the Board of Immigration, proceedings of Courts of Inquiry, evidence given by immigrants, the findings of the Board and penalties recommended. The reports relate to the conduct of the ships' officers and men; and to the quality of the food, water and quarters aboard immigrant ships. These reports were the basis for decisions to withhold gratuities from, or to refuse future employment to, anyone engaged on immigrant ships who did not observe the standards set by the immigration regulations.

Each volume contains an index, which is generally alphabetical by ship's name.
