These are copies of standing orders and bye-laws made under section 42 of the Act 5 & 6 Vic. c.76. The standing orders governing the procedure at meetings of the Council and committees take up the first nine pages of the nineteen used in the volume. Only one bye-law was made in 1843 (dealing with salaries of officers of the Council) and four in 1844 (three dealing with the assessment of property for rating purposes and the fourth with the widening of "the South Head Road from the City Boundary to the New Military Barracks under the Superintendence of the Ordnance Department" - a purely formal matter).
