The subject of each letter received is normally written on the top of the letter, together with the date of receipt by the Council and Council's in-letter registration number. In the event of a reply being sent by the Council, the out-letter registration number is shown in red ink. The volumes are indexed by name or location of school in series NRS 2634, Contents lists to letters received, 1867-69 (1/477-78). This is the main series of letters received by the Council of Education. The letters are extremely miscellaneous in content.

They include: applications for the establishment of public schools under provisions of the Public Schools Act (1866), together with, in some cases, lists and/or statistics of prospective school children; Inspectors' reports on various matters; letters from Local School Boards and teachers; letters and memoranda from the Architect, the Examiner and the Drawing Master; letters and reports regarding the Training School; letters from the Bank of New South Wales concerning the state of the Council's account; and letters received from ecclesiastical authorities recommending appointments to Local Boards, forwarding lists of schools for certification, and concerning distribution of the Church and Schools Estates Fund.
