The matters are:
-precedent setting
-of major public interest,
-of significance to the functions, jurisdiction and administrative powers of the Executive, Legislature, Judiciary, the State or its agencies,
-related to bona vacantia matters where a petition of non-statutory entitlement to claim has been successful,
-related to charities or charitable trusts, or,
-related to native title claims.
