Full description

The Ku-ring-gai Council Planning Panel was established by an Order under the Environmental Planning and Assessment Act 1979, commencing on 21 January 2008. A Panel was appointed to exercise all functions of the Council as a consent authority under Part 4 of the Act; but only in relation to assessment and determination of any development application with an estimated cost of more than $30,000,000, and any development application not determined within 90 days after the date of lodgement. The Panel also dealt with environmental planning instruments under Part 3 of the Act; but only in relation to the control of dual occupancy, and the control of development within the Ku-ring-gai town centres.

The first meeting of the Panel was held on 30 January 2008. The original members, appointed by then Planning Minister, Frank Sartor were Ms Elizabeth Crouch (Chair), former Housing industry Association Senior Executive Director; Ms Kerry Bedford, previously Director of State and Regional Planning at Planning NSW; and architect Mr Bill Tsakalos, previously Director of City Projects, City of Sydney. Mr Vince Berkhout was an alternate Panel member. Council staff normally present at meetings of the Panel included the Director Development and Regulation, the Senior Governance Officer, and other development assessment officers.

The Panel was abolished by an Order under the Act, dated 7 April 2011. The final meeting of the Panel was held on 6 April 2011. The Chair at that time was architect Janet Thomson; with members Stuart McDonald, former Director of Planning, City of Sydney; and planner Lindsay Fletcher. Due to abolition of the Panel, the final minutes document was not confirmed.
