This inquiry, established under Section 119 of the Environmental Planning and Assessment Act 1979 (Act No.203, 1979), was held between 9 November and 6 December 1993 before Commissioner Kevin Cleland who was appointed on 21 September 1993. (1) The Commissioner's report was published in January the following year. (2)

The records include submissions from: Caltex Oil (Australia) Proprietary Limited; Hawkesbury Council; Department of Planning; Environment Protection Authority; Office of Energy; Pacific Power, Grid; Water Board, Wastewater Source Control Branch; Blackheath/Mt Victoria Residents Transport Group; W.L.
