This inquiry, established under Section 119 of the Environmental Planning and Assessment Act 1979 (Act No.203, 1979), was held between 21 September and 14 December 1993 before Commissioner Kevin Cleland who was appointed on 14 July 1993. (1) The Commissioner's report was published in February the following year. (2)
