In 1993, the Minister for Planning directed that a Commission of Inquiry be held on the 'administration and implementation of strategic planning and development consent arrangements within the Greater Central Sydney Planning Area'. (1) Commissioner William Simpson was appointed on 18 May 1993 and the Inquiry, under Section 119 of the Environmental Planning and Assessment Act 1979 (Act No.203, 1979), was held between 1 and 9 November 1993 . The Commissioner's report was published in January the following year. (2)
