Rudder, a Sydney stockbroker who had been elected as an Alderman representing the Warringah Ward of North Sydney Council in December 1922 and later (1934) one of the founding directors of Qantas Empire Airways Ltd., was appointed as Chairman of the Committee.Subsequent papers (files 2 and 3) document the progressive purchase, lease, transfer, and resumption of land up to the official opening of the Lane Cove National Park, then comprising an area of about 290 acres, on 29 October 1938. Initial Trustees of the Park included Albert Rudder, and C.B. Thistlethwayte representing Ku-ring-gai Council; with the Mayor, H.G. The series contains correspondence between Ku-ring-gai, Willoughby, and Ryde Councils, and Commonwealth and State authorities, concerning acquisition of land for the creation of a park in the Lane Cove River valley. Initial proposals by Willoughby Council, illustrated by maps, relate to land bordering Blue Gum Creek and adjoining the Chatswood Rifle Range, which was originally (by 1907) established on private land and resumed by the Commonwealth in 1915.
