This series consists of 12 draft reports produced by the Department of Public Works who was engaged by Sydney Water to project-manage the upgrade of disinfection facilities at selected inland Sewage Treatment Plants (STPs) in Sydney.

The works involved the upgrading of existing chlorine gas disinfection systems and the provision of dechlorination facilities. The upgrade of facilities was a requirement of the Environmental Protection Agency who had imposed a Pollution Reduction Program on Sydney Water. The upgrading of facilities aimed to provide a more consistent attainment of the environmental performance requirements specified in the STPs pollution control licence.
