This series consists of minutes of the monthly meetings of the Clarence River County Council [II].

The minutes document the decisions made by the council at its meetings. The minutes usually include the following sections: attendance of council members,confirmation of minutes of the previous meeting, business arising out of the minutes of the previous meeting, reports by council officers, outward and inward correspondence, and general business.

In order to discuss confidential business, council could form itself into the Committee of the Whole during a meeting. A Committee of the Whole was not required to make its business public through the minutes, only its recommendations.

The minutes of each meeting of council and its committees were confirmed at the following meeting and each page was signed by the chairman and county clerk to guarantee that they were a true and accurate record.

The first meeting of the council was held in Grafton on 4 February 1960. The minutes were initially titled as Meeting or Regular meeting, although later the name Ordinary meeting was used, as by its parent councils. Some staff meetings are also included from the 1990s.

From 1995 the volumes began to be divided into minutes and business papers, and those of Committee of the Whole sessions were separated as confidential minutes and confidential business papers.
