These indexes are arranged alphabetically by the subject of the minute. Until 1948 the indexes record subject, number of the minute and reference to the page in the minute book. After 1948 the index was arranged as follows: subject, personal index, date of meeting and minute number. The page numbers are recorded chronologically.
The range of subjects include: special council meetings, committee reports, officers reports, complaints, inquiries, correspondence received, staffing issues, election results, maintenance of Council property, road maintenance and repair, interaction with other councils and organisations, local government issues, and rating inquiries.
All of the surviving minute books of the Council are indexed in this series which takes the form of hand written booklets.
