This series contains miscellaneous papers documenting procedures, actions and studies pertaining to the Major Airport Needs of Sydney (MANS) Study. The study was concerned with establishing the best airport developments to serve the needs of the regular public transport movements in the Sydney region.
Documents discuss: economic efficiency, financial impact, environmental and land use effects and incidence on various community groups. Also included are proposals, procedures and options relating to the Kingsford Smith Airport and a second Sydney airport, traffic measures, maps and drawings of alternative runway development options, site selection details, letters opposing the airport, hand written and typed agenda and minutes of meetings and the names of the Committee of Commonwealth and State Officials on the Needs of Major Airport Needs of Sydney.
Reports include: Noise Criteria for Residential Land-Use Near Airports, MANS Evaluation Factor Chart, Social Reaction Report and the Project Director’s Report discussing the number of runways, terminal area, spacing between runways and taxiways required.
The MANS study was a joint Commonwealth-State Committee announced by the Prime Minister of Australia and the Premier of New South Wales on 20 October, 1976. The Study consisted of eight representatives - four nominated by the Commonwealth Government and four by the State. The Commonwealth nominated representatives of the Departments of Finance, House and Construction, Science and the Environment and Transport. The State representatives were from the Planning and Environment Commission; Premier's Department; State Pollution Control Commission and the Traffic Authority. The Chairman (K.J. Cosgrove) was from the Commonwealth Department of Transport. The Committee was initially requested to report by December, 1977 but the date was later extended until December, 1979. (1)
The State Pollution Control Commission which retained these records filled a major role in the Study for which it was represented on the Commonwealth-State Committee, the Evaluation, Urbanization and Environmental Consultative Groups. (2)
