This bundle contains a copy of the Green Paper on Aboriginal Land Rights in New South Wales and a draft copy of the Land Rights Act submitted to Cabinet by the then Minister for Aboriginal Affairs, as well as copies of letters from the Secretary of the Department of Mineral Resources and the Ministers for Planning and Environment, and Local Government and Lands outlining their respective opinions on the proposed Act.

The bundle also contains working papers and final submissions concerning the Treasury's view of the proposed financing methods of the Act and the Minister for Aboriginal Affairs claim on the difference between Queensland and New South Wales expenditure on Aboriginal affairs.
