In 1978 the Commission conducted a public inquiry into the environmental, economic and social impacts of the proposal by Kurragong Aggregates Pty. Ltd. to quarry blue metal at Diamond Hill, Kurrajong. As part of the terms of reference the Commission was also required to make recommendations concerning the proposal and future land use of the Diamond Hill area.

The public proceedings opened at Grose Valley on 11 December 1978, after receiving submissions from interested persons and organizations, and the display of the company's impact statement. These records include correspondence, submissions, photographs, maps and plans and a copy of the Commission's report.
