This printed volume was devised in 1927 by the Deputy Chief Engineer and issued to Resident Engineers to ensure efficient and economic construction by day labour methods. It was intended as supplementary to the General Instructions issued to Departmental officers in 1927. The Construction system contains: an organisation chart of personnel involved in the Department's construction work, their duties and responsibilities; detailed staff instructions regarding hiring and dealing with labour, casting, programming, progress reports, stores, plant, tools, safety and accidents; use of Departmental cars and transport; material testing; and conferences. Sample printed forms used in day labour construction are included, and appended are medical service regulations and Chief Foreman's instructions used at the Avon Dam site.
