The responsibility for co-ordinating Carnivale was vested in the Community Programmes Unit. The Unit, in addition to its role as co-ordinator, provided on request limited financial assistance, arranged advertising, provided advice and received reports after each festival. A report was submitted annually based on the information received by the Unit after each festival.

These records provide a comprehensive overview of both the organisation and content of the Carnivale festivals for the years 1979-83. The first Carnivale festival was held in 1977.
