Under Treasury Regulation 85 issued under Section 70 of the Audit Act, 1902 (published in the Government Gazette on 21 June 1911), it was required that an officer in charge of a Government work, farm or other institution, should keep an accurate record of all tools, implements, machinery, or other material the property of the Government intended for use on such Work, Farm, or other Institution of which he was in charge, and should prepare, on or immediately after 31 Mar in each year, or when the exigencies of any Department required, an accurate list of such property then remaining on the said Work, Farm or other Institution, giving descriptions and reduced value of same, and should forward the list, with his report thereon, to his Department Head.
