Full description

Guidelines for the Wage Pause Programme were established by representatives of both the New South Wales and Commonwealth Governments. Having established the guidelines, a Consultative Committee was set up by the New South Wales Government in order to give advice in such areas as local government, women's interests, and community needs. Having established the priorities, the implementation of the Wage Pause Programme was placed under the control of the Director of the Office of Special Employment.

Given that the total funding allocated to New South Wales was $69.9 million, recipients of grants were required to meet the criteria set down in the Guidelines. Projects were to be labour intensive, planned for a minimum duration of three months, and generally contribute to the generation or maintenance of employment and, wherever possible, achieve net additions to employment. The major target groups were the young unemployed, older workers, and other disadvantaged groups in the labour market.

The files are a representative sampling of rejected applications for financial assistance under the Programme.
