The Lay Observer was first appointed under section 32F (1) of the Legal Profession Practice (Solicitor's Disciplinary Tribunal) Act 1978.The Lay Observer was appointed by the Attorney-General to investigate, examine and report on the way in which complaints made by members of the Public against Barristers or Solicitors had been investigated by the professional bodies concerned.
Abolition
The position of Lay Observer was replaced by a similar position, known as the Legal Ombudsman, under Part 18 of the Legal Practice Act 1996.
