Originally swampland, Elsternwick Common was reserved in 1851. Following a threatened sale of the 'Common' in 1875 control was vested with the then Borough of Brighton (VA 573) and the Board of Land and Works (VA 744) as trustees. It was probably around this time that the 'Common' became known as Elsternwick Park.

The Committee of Management was established sometime before 1920. The exact date has not been determined. This committee comprised community representatives, a number of whom were local councillors.

The minutes of the final meeting opf the Management Committee refer to advice from the Department of Crown Lands and Survey (VA 538) of its preparedness to accept the resignation of the present members of the Committee and subsequently appoint the Council of the City of Brighton as the Committee of Management in line with a request submitted by both the current Committee of Management and the Council.

The Committee members resigned effective 30 September 1978 on the understanding that the Governor-in-Council be requested to then appoint the Council of the City of Brighton as the Committee of Management.

From 3 October 1978 the operations of the Elsternwick Park Committee of Management were taken over by Council.
