These were afterwards filed separately in a second series of board papers running concurrently to the main series. These records are the confidential minutes, papers and agendas of the Yarra Melbourne Regional Library Board. The Board was responsible for the provision of library service in the cities of Yarra and Melbourne. Membership of the Board comprised of councillors and staff from both the City of Yarra and the City of Melbourne and community representatives. The Board usually met once a month.

Items at Board meetings which were deemed to be confidential, such as contractural or industrial relations matters, were treated in a separate manner from the ordinary agenda items.
