In 2011, during their first session of Parliament, the newly elected Government announced their intention to establish an Integrated Transport Authority which would improve planning and coordination of transport services for the state of New South Wales. (1) The Transport Legislation Amendment Act (Act No.41, 2011) created two new agencies, Transport for NSW and Roads and Maritime Services, both of which commenced on 1 November 2011. (2) Roads and Maritime Services replaced the Roads and Traffic Authority and the Maritime Authority of NSW, which were abolished by the Act. (3) The Roads and Maritime Authority was constituted as a corporation and as a NSW Government agency. (4)
Transport for NSW became responsible for co-ordination, funding allocation, planning and policy for the transport system. (5) Roads and Maritime Services became responsible for service delivery. (6) Its primary responsibilities were to manage the road network, manage road and maritime infrastructure, test and license drivers and vessel operators, register and inspect vehicles and vessels, and generally improve road and maritime safety. (7) Roads and Maritime Services sought "to be the leader in the management and delivery of safe, efficient and high quality services and infrastructure to the community and businesses of NSW”. (8)
Roads and Maritime Services was abolished on 1 December 2019 and all its functions and assets were transferred to Transport for NSW. (9)
