Office of Vocational Training and Employment was established as a branch of the Department of Further Education, Training and Employment on or about 24 July 1990. The Office consisted of three major sections:
Employment Program
Women’s Directorate; and
Policy Coordination. The Employment Programs section was responsible for the management of employment programs that aimed to generate additional employment in New South Wales and improve the employment prospects of the unemployed. These programs aimed to assist the most disadvantaged sectors of the labour market and those less likely to benefit from a general improvement in economic conditions. These sectors included long term unemployed, Aboriginal people, people form non-English-peaking background, women seeking employment in trade and other technical jobs and inexperience young people. The Women’s Directorate developed and implemented policies, programs and services to improve the status of women in the workforce particularly in regard to employment, training opportunities and working conditions. The Directorate also provided community education in relation to the role of women in the workforce in addition to providing expertise to other services within the Department of Further Education, Training and Employment. The role of Policy Coordination was to provide advice to the NSW Government on all aspects of the labour market, monitoring trends and analysing their impact on employment and evaluating and reviewing specific initiatives for employment creation. In particular it proposed initiatives to promote growth in the labour market and long-term employment opportunities. The section developed programs to overcome skill shortages in the workforce , improving productivity and encouraging job growth. These programs were the result of consultation with other government agencies, business groups, trade unions and community groups. Endnotes
