Pristine Waters Council was a local government body in the north of the eastern division of New South Wales, constituted under the Local Government Act 1993 (Act No.30, 1993) and subsequent legislation. It was formed on 1 July 2000 by the amalgamation of the former shires of Nymboida and Ulmarra. (1) The Pristine Waters local government area bordered the areas of Bellingen and Coffs Harbour to the south, Severn and Guyra to the west, and Copmanhurst, Maclean and the City of Grafton to the north.

The new local government area was a result of a voluntary amalgamation proposal from the two councils in November 1999, following failure of broader merger discussions with neighbouring areas. A Boundaries Commission report to the minister in March 2000 supported the amalgamation, and recommended further local government reform in the region. Under the proclamation the existing councils continued in office until the first election on 29 July 2000, for a new single council of nine councillors. Pristine Waters replaced Nymboida and Ulmarra as part of the Clarence River County District and the Lower Clarence County District. (2)

In 2004 Pristine Waters was amalgamated with the areas of Grafton City, Copmanhurst and Maclean to form the Clarence Valley Council. As part of the restructure, 152 square kilometres of Pristine Waters was added to Coffs Harbour. (3)
