On the 1st October, 1974, the Newcastle College of Advanced Education was declared a corporate college under the Higher Education Act, 1969, and the first College Council (the “First Constituted Council”), appointed under Section 16(6) of the Act, assumed office. [1] It was intended that the First Constituted Council should hold office until the College Bylaw had received the Governor’s approval and a Council could therefore be elected under the provisions of the Bylaw. [2] The First Constituted Council was originally appointed to hold office until the 30th September, 1976, [3] but, as the College Bylaw had not been approved by that date, its term was extended until the 31st March, 1977. [4] The College By-Law was gazetted on the 25th February, 1977, [5] the final meeting of the First Constituted Council having already taken place on the 21st February of that same year.
