The New South Wales Casino Control Authority was established on 23 September 1992 under the provisions of the Casino Control Act, 1992 (Act No.15, 1992). The Casino Control Authority maintained and administered systems for the licensing, supervision and control of a casino for the purpose of -
* Ensuring that the management and operation of the casino remains free from criminal influence or exploitation
* Ensuring that gaming in the casino is conducted honestly
* Promoting tourism, employment and economic development generally in the State
* Containing and controlling the potential of a casino to cause harm to the public interest and to individuals and families.
The Casino Control Authority's initial work involved the selection of a casino operator from a range of applicants. On 6 May 1994 Sydney Harbour Casino Pty Ltd was awarded "preferred applicant status". (1) After a public inquiry and a probity assessment (examining the suitability of the company and its associates) a Casino Licence was issued to Sydney Harbour Casino Pty Ltd on 14 December 1994. (2) The processing of Casino Special Employee Licences for 2,000 workers commenced on 5 June 1995. The Casino Control Regulations commenced on 5 September 1995 with the temporary Sydney Harbour Casino opening on 13 September 1995 at Pyrmont. (3)
The permanent Sydney Harbour Casino - Star City - was opened in December 1997.
The Casino Control Authority considered and approved a wide range of casino operational matters including -
* Internal controls and administrative and accounting procedures for the casino
* Rules of the Games
* Security and Surveillance of casino operations
* Information technology
* Slot Machine Gaming.
The Casino Control Authority was abolished on 1 July 2008 by the Miscellaneous Acts (Casino, Liquor and Gaming Control Authority) Amendment Act 2007. Its functions were transferred to the Casino, Liquor and Gaming Control Authority. (4)
