These papers consist of two lists - one is a list of nineteen Government Establishments. The second is a General Abstract of the Gangs to whom Slop Clothing was issued on 1 November 1828. It records the number of the gang and its name, and the number of persons in the gang. It appears to have been compiled from a list with it which records names of individuals and ship they came in.
