The Road and Traffic Authority (RTA)'s previous Project Justification Study comprised a traffic modelling and forecast study, a value management study (which was of a strategic nature), an urban design overview, design of alternative options and traffic impacts and safety studies. The Project Justification Study predicted future traffic growth flows on the Princes Highway and along the proposed Northern Distributor extension route.
