The West Moorabool Water Board was constituted in 1968 under the provisions of the West Moorabool Water Board Act 1968. The West Moorabool Water Board was purely a headworks authority and supplied water in bulk to both the Central Highlands Region Water Authority and the Barwon Region Water Authority.

The Board was abolished in 1995 and became part of the Central Highlands Region Water Authority under the Water Act 1989.

During the period 1968-1976 the West Moorabool Water Board was administered by the State Rivers and Water Supply Commission (VA 723). During the period 1976-1995 the West Moorabool Water Board was administered by the Ballarat Water Board (VA 4403)
