This series comprises specifications for the modification or construction of electrical installations by the Melbourne Electric Supply Co. (MES Co.) from 1900 to 1923. MES Co. generated electricity from the power plant in Green Street, Richmond from 1900 to 1930. This plant was originally built in 1889 and operated by The New Australian Electric Company (VA 3968). The specifications are for the construction/modification of the chimney stacks, office and parts of the power plant. The specifications were drafted by the architecture and engineering firm C.A DEbro, MacKenzie and Meldrum for MES Co.

Each specification contains the following information:
Type of installation
Date of contract
Date of completion
General liquidated damages for non completion within time
Amount of contract
