Draft minutes were made during the meeting and constitute the record of what transpired at the meeting. It is from these that the minutes were written. See VPRS 8910 Minute Books of Council Meetings, or VPRS 8911 Proceedings of Council Meetings for the formal record.
Information in the records includes names of those in attendance, names of those who moved and seconded motions, copies of petitions tabled, copies of motions for which notice was given, division lists and names of those for and against the motion, and electoral returns.
Notes on the procedures to be followed for certain functions were included in the scroll minutes for the guidance of the Town Clerk, e.g., the nomination and election of the Lord Mayor.
Draft minutes of Council meetings were sentenced as Permanent, class 4.5.3, in the General Disposal Schedule for Local Government Records PROS 84/25.
