Documents were attached inside a blue file cover. If the subject matter of a file was considered confidential then the file was also placed in a green file cover marked confidential. On the front of the blue file covers was recorded the file number, file title, file contents date range, file part number and file movement and action information. Inside the front cover of the file provision was made for indexing information to be recorded. This area may show which indexes the file was indexed in and the subjects, by primary and secondary subject number, under which the file was indexed in the subject index.
Each paper or group of papers added to a file was given a consecutive folio number and was identified by that number on the file cover when marked for action.
