The Victorian Government Solicitor's Office (previously known as the Crown Solicitor's Office) (VA 667) is responsible for the provision of legal advice and the conduct of civil proceedings (litigation) on behalf of the Victorian Government. In the preparation of such proceedings, these files are compiled to record the transaction of such matters.

The files usually contain:
* correspondence between the client and associated parties;
* copies of court documents;
* copies of accounts generated.

It should be stressed that detailed information of particular matters will have been maintained within the files of the relevant agency using the services of the Government Solicitor. For example a number of contested estates are the subject of litigation and it is possible that the Registrar of Probates maintains a series of files documenting that agency's side of such disputes.
