This series consists of an employment register created by the Penal and Goals Branch of the Colonial Secretary's, later the Chief Secretary's Department.The register recorded the warder/officer's name, date of first appointment under the Colonial Government, where stationed, date of appointment to particular establishment (usually more than one entry), remarks about misconduct - especially where this led to dismissal or removal, date of removal from the penal service and how removed.

It is possible to trace certain warders throughout their careers within the penal service by looking at the Civil Establishment Lists for 1856 (The Blue Books) and the Chief Secretary's Inwards Correspondence Registers (VPRS 1186) and Inward Registered Correspondence (VPRS 1189). It is also possible to look at VPRS 8066 which lists officers and warders at HM Gaol Sandhurst if the penal register indicates certain warders were removed to that penal establishment. Warders Registers (VPRS 10946) & Lists of Warders (VPRS 538) can also be consulted for similar information.
